In MS and ABD CE we have the new Parametric Modeler tools. This is great news. I have not tested this yet in ABD but have in MS.
How does the Parametric tools sit within the F&P tools. is it the same as PCS? How is the 2d data and lines weights etc controlled. How are materials controlled.

It is same as .cell along with parametric capabilities of PCS. Line weights, materials can be controlled by family and parts as well as within the cell file.

As Sanchayan noted, MicroStation's parametric cells cover the 3D/parametric aspects of PCS with the ability to add Family + Parts where needed.
The remaining pieces of the puzzle are 2D drawing symbols (if that's what you meant by "2d data"?) and perforators. Both are under development and will be making an appearance in a future release.

Being able to incorporate 2d symbols (for both plan and section) plus perforators will be a huge improvement for our workflow. Is it safe to say this will be available in the next update?

Yes, this is a big piece of the puzzle. However, the work to support these features is fairly involved, requires a lot of testing using many AECOsim tools, and is still in progress. Much of it is actually in MicroStation itself since parametric cells are core components. While I cannot even estimate a timeframe at this point I certainly would not expect to see this in AECOsim Update 4. But FWIW, Update 4 will have its share of new and enhanced.
