You used to be able to pick an Annotation Scale from a drop down in the Model Properties. Just trid a new ABS file and there is only 1:1 available?? Is this WAD?

If a model uses a pre-existing annotation scale that no longer exists in Scales.def file, that scale will be displayed as CUSTOM scale. From your attached image we can see the Annotation Scale is "CUSTOM 1:1". You can define new scales or can remove existing scales in that file. This is how the standard scales.def file looks like. Does yours resemble ?
Other possibility could be that Configuration Variable "MS_CUSTOMSCALEDEF" could be mapped to another customized definition file. Make sure it points to the delivered Scales.def.
What changes becomes more ling winded. Seems the scales.def format changed from the simple little text file we had before.
