Normally, the way I work is to set up a Model Annotation and then use 'stfannotate apply physlabels' and 'stfannotate delete physlabels' to turn the labels on and off as I need them. Usually work great, but when I do it to a file in CE it seems to lose the link to the Annotation Scale for the model and change back to very small text. If I delete the Model Annotation and reapply it still doesn't recognise the Annotation Scale. I can pick a higher Annotation Scale and the text will become usable again, but as soon as I delete and then apply the physlabels, it loses the link to the Annotation Scale.

Model Annotation's Height and Width depend upon the Text Parameters in the Model Annotation Style when you place it. But after placing the Model Annotation you can use the key-in "annotationscale add" to add the Annotation Scale to all the existing model annotations and change them accordingly.
Model annotation is text attached to the member that displays depending on how you have it defined. It's not like having text in a model. Model Annotation should be intelligent enough to read the Annotation Scale and display to suit. There should be NO need to apply the annotation scale, especially as it reads it on the fly.
If I have Model Annotation on and place a new member, the Model Annotation should read the the scale and display accordingly, but it doesn't. See below:
