when I do a command I don't see the options or mode. So I cannot select the mode overlay, inside, or clip for fences, or select stretch or copy for fences, etc, etc,I am getting frustrated again

Is the "Fence" dialog not popping up at all ? If the dialog is not popping up, you might want to press "Windows + P", in case if you're working with multiple monitors.

I solved it bij settings->tools-> switch on the tags and tasks, and the daialog do appear again. Yes I do work with 2 windows. Sometimes the dialog are behind other menus. Why that is, I don't know either.

Yeah, a lot of user's face this once in a while. It's got to do something the OS. Good to hear the issue is resolved now !
F10 will move focus to the Tool Settings dialog and should bring it to the front in most cases, when hidden behind another dialog for instance.
