I am bringing a new machine online and would like to install CE U3 for compatibility. We will upgrade to CE U5 all at once in a month or so. so why can I not find where to download CE U3? It seems we used to be able to select any of the previous builds.

As our latest version is CE U4, so, currently you can download U4 from our software download center. Please download the same for compatibility test in your end.

it's Bentley policy only (usually) 2 last versions are available for download.

I think it has never been true. Older versions were always removed from download pages, but it's true that it seems that this process is faster in last a year.
I think a recommended procedure is to create Service Ticket for support when you need older version.
My recommendation is (and it's what also many IT admins do) to maintain own installations repository and when a new version is released, to create complete Deployment Image and store it in the repository for a future use.
