That said, it's not clear what you mean by "family" in this context - Family + Part settings are essentially data attached to an element, mainly for symbology purposes, so I'm not sure how angles fits into the picture?
Actually, complicated, yes! possible? Yes. The supplied Structural Spreadsheet in ABD is able to read and write geometry data of structural members. And as far as I'm aware, that spreadsheet is mostly vba based. So a VBA approach to modify structural members is possible.
The MVBA STFAlongCenterlines (should be in Dataset_xx\vba) gives a good example to start with.
