I would like to know why I am not able to see any of our cells in the Catalog editor.
I've check the delivered Architectural Doors_BXF catalog items and the name for the bxf file appears in the value text box but there is no drop down menu either

Considering you first jpeg, I am assuming you're trying to add Catalog Type/Item under Electrical Discipline. The Electrical discipline does not uses traditional DG catalog method to add/modify cell/symbols. The Electrical Discipline works on Cell based Symbol placement.
If you want to add symbols in Electrical, please refer "Click and Learn" topic available in Help.

The problem we have is that the dropdown menu is missing from the Parametric Definition/Parametric File Name value. You can see below the dropdown menu is still there for the Parametric Definition/Parametric File Type.
Parametric Cell are introduced in CONNECT Edition. Coming back to your question, the "CELL" option would be listed in drop down if you chose Definition Tool Template = User Defined when creating Catalog Type/Item.

I am not sure which dataset you are using, but in my understanding, the catalog item you have highlighted, Doors_BXF is not delivered by default in AECOsim.
I am assuming it is a custom catalog type.
Nevertheless, even for the delivered door catalog, you will notice there is no drop down to pick the cell name in V8i SS6 version.
In V8i SS6 version, we need to enter the name of the cell manually.
The drop down you are requesting is available in CONNECT Edition.
