Why can't 'Section Callouts' be edited and applied globally in the same file?

I discovered that same 'Section Callouts' have to be laboriously edited in the model separately from every sheet in the same file, this doesn't make sense! Worst if you reload the callout after editing (by clicking 'show callout' button'), it revert back to the default labels, you lose the amendments and all the hard work for nothing, that is horrible! 

It seems these updates are getting nowhere or am I missing something?

    What kind of modifications are you doing over here ? What do you mean by "revert back to default labels"?

    Thanks for responding. To clarify the point I have included some screen capture:

    1. Model-1 shows section callout in plan view inviting 'Drawing Identifier' and 'Sheet Number' to be edited.

    2. Model-2 shows section callout edited to 'SECTION E-E' and '134'

    3. Sheet-1 shows same section callout in the sheet model unaffected despite been edited in the model space

    4. Worst if you edit the section callout in the sheet model to reflect your wishes in the model space and click 'show callout' screen button as shown in Image015, you lose the changes back to 'Drawing Identifier' and 'sheet number'

    In my view, editing these values in the callouts directly should be avoided when using it with dynamic views for drawings production.

    Model-1 shows section callout in plan view inviting 'Drawing Identifier' and 'Sheet Number' to be edited.

    "Drawing Identifier"  and "Sheet number"  in the callouts are linked and updated automatically to the value of the respective drawing title, in a sheet model model, where the corresponding drawings is attached as a reference.

    Could you please let us know if you have attached the Section EE drawing as a reference to a sheet? If so, when you attached the drawing as a reference in the Sheet, did you enable the option to create drawing title in the reference attachment dialog?

    If the corresponding drawing is not referenced into any sheet model, the callout displays  "Drawing Identifier"  and "Sheet number".

    The callout was edited directly as expected, but not used with 'dynamic' view instead with 'cache' on Visible Edges.

    In this case they were not linked that is why the callout was not updated automatically!

    Of course. Section EE was generated by the 'Section Callout' as drawing model which was attached to copy of a sheet model already containing project info. and updated to suit.

    Don't understand 2nd part of your question. I merely exchanged the existing section in that sheet with section EE to maintain uniformity in drawing set up across project files with minimum effort.

    The callout was edited directly as expected, but not used with 'dynamic' view instead with 'cache' on Visible Edges.

    I was referring to a dynamic view workflow, in which callout represents 2d drawings generated from 3d models (both dynamic and cached). Sometimes, callout(s) are used in 2D drawings which does not involve 3d models. In such workflows, it should be ok to edit them manually.

    In this case they were not linked that is why the callout was not updated automatically!

    The link will be automatically established, if the drawing is inserted as a reference in the sheet.

    For the convenience of explaining the link between callout, drawing title and sheet number:

    1. I have manually created the sheet model and attached the drawing to the sheet as a reference.

    2. I have illustrated the workflow in a multi model view and created the drawings and sheets within the same design file.
