When I create a callout (lets say a plan callout for this example) and with it create a drawing and sheet model, the live nesting depth is set to 99 in both models.
In my Drawingseed_structural.dgnlib the callouts corresponding drawing model have the live nesting depth set to 1 for the design file.
So how do I change the default value if not there?

That default value of 99 has always been the case, and I don't believe there's any way to change it via seed files. if anything, I'd imagine we'd need an Enhancement filed requesting this - if you could file a Service Request outlining the reasons for wanting to change the default value support can file that Enhancement on your behalf.
The Bentley technical support should be knowing that the nesting depth can't be 99 as default, it should have flexibility to change on need basis by the user, The cutsheet doesn't have to display entirely from the federated model, when the user has an option to change the value, it means the user has control over what should be displayed and what not. No point in raising a SR for enhancement. If the auto CAD/QA check is restricted to nesting depth 10. then obviously it will fail the entire set of deliverables isn't it???

I would check your dgn seed files, and change the nested dpth there, not the dgnlib, and see if that gives you what you want.

Guys i found the real reason, why i was not able to change the nesting depth. Its something to do with the Configuration variable which was set to default value 1 in my system, so i was unable to change. when i changed the value to 10 it allows me to change it.
