latest: OBD 10.06.03.04 through the connection center updater, installed is AECOsim 10.03.00.04,
but there are company license problems: we are merging 2 tenants to 1 (total 14 OBD licenses) , Bentley has extended the existing licenses, the new merged tenant doesn't exist yet (after more then a year) now it looks the OBD lic is included, the AECOsim not (?) - but can this hold the update from downloading?
Licensing does not limit what you can download. AECOSIM and OBD operate on the same licence.
We have recommendations for upgrading from AECOsim CONNECT to OBD.
I suggest creating a deployment image for OBD 10.06.03.04, that way (assuming it is sucessful) you know that the download aspect is not the problem.

sure our licenses are bought in1989, no problem the consecutive product names have no problems upgrading the product. but now, the new tenant was not yet created, the old licenses were expired, Bentley reactivated the old licenses, and now all my old installations can't sign in, the new OBD versions are signed in, after the license wizard: but AECOsim stops working after 15 min. OBD not.

I believe Update 3 used SELECTserver licensing while Update 6 (actually since Update 4) uses Subscription Entitlement Service (SES) licensing: https://communities.bentley.com/products/licensing/w/licensing__wiki/37813/subscription-entitlement-service Also, SELECTserver licensing does expire in January of 2021: https://www.bentley.com/en/license-administration-services
All that said, as Mark mentioned the licensing mechanism should not affect the ability to outright install a product. The "payload" errors in the OP indicate problems downloading prerequisites/sub-installers while running the OBD installer, but it's unclear if or how that connects to changes in licensing.
Steve, thanks for the clarification,there was a technician working on our licensing, we can work again.about the install-download problems: I' v uninstalled all Bentley Products, restarted the PC, and after, I could use the normal installation.does this mean pre-connect versions can not been used anymore after 1/1/2021?what about home-use keys?I have a colleague, with a old (XM) license of Architecture..... upgraded from Brickswork, TriForma to Architecture.Now the software isn't used very often, but all drawings are still in use,we 'v got a new node locked license for MS and Arch but not for TriForma (who is needed to use Architecture)how to explain the Arch. lic. is delivered, but it can't be used because the TriForma license is not present. Isn't it normal MS AND TF should be included in a Architecture license. When bought the therms where clear: perpetual or was this not trough?

As of January, 2021, the SELECTserver licensing mechanism will be retired as outlined here: https://www.bentley.com/en/license-administration-services This means that pre-CONNECT versions, or more specifically products/versions that do not use SES or CONNECT style licensing, will need a machine specific license (node locked) in order to keep running.
In regards to your colleague, as best I can recall TriForma was considered an "extension", meaning that there was no cost but it did require a SELECT version of MicroStation in order to run. I'm honestly not sure how that is handled if MicroStation isn't covered under SELECT - that was a long time ago and my memory is hazy at best.
