Cannot Modify Attachment Level Attribute

Question

Hi, 
 I am trying to control linestyle scale using level properties (using both by custom and by Override)... it does not work and ends up with appearing an error at bottom... it says "Cannot modify attachment level attribute". 
 Could someone please look into this...?
