Publish DGN

Hi, 

I have published a i.dgn for review in Navigator.

The document I published as a i.dgn has several references attached in it... References getting published successfully... and I can see all references in Project Explorer in Navigator... 

However issue is '+" sign is appearing in front of all references, after clicking on it supposed to show the all Layers/Levels in the references...  which isn't happening for all the references except the one I marked in red (splease see below screenshot). It shows all layers/levels which are in the file (please see screenshot). Same is not working with other references, when clicked on "+" to collapse it does not show levels but collapse option also vanishes (Screen shot is below) ... (I created a single package using publish dgn dialog, Setting screen shot is also attached)....  any solution on this one...
