I assume you are describing the space label "artifact" that displays when you are actually placing the space shape. If so, this is the current behavior. However, once you create a drawing with the callout tools (or other workflows) the architectural drawing rules take over and the artifact will be replaced with the DataGroup Annotation Space Label. This label you can move to any location on the sheet.

The space label "artifact" that is in your 3D model is provided as a tool to help you know where you are in a large building and to show you interactive Area values. When you move a wall you will see the Area value update to reflect the change.
