AECOsim and MicroStation have 8 possible views. Why are these seemingly becoming unable to open all 8 windows? I have noticed recently more error messages such as 'running low on available windows', unable to open another window' etc. this despite previously having all 8 windows open at one time. Even opening up a dialog box for reference files for example requires having to close a window, and then it can't be re-opened. What's going on here?

No. If I close a window, I can't re-open it. Currently have MicroStation 08.11.09.908 and AECOsim 08.11.09.866.
I do have a lot of toolboxes open, but not really any more than I used to previous to this happening. I need the toolboxes open for 3D modelling purposes. It's only recently that I've been getting issues with open views.
As mentioned in the wiki link above there is limit on the number of windows that can be open at once. I've don't think I've run into it since Task Navigation was introduced in V8 sometime in the noughties. The limit also applies in CONNECT Edition, I found that I could use the Tool Boxes dialog to open about 60 toolboxes before getting a warning "running low on available windows":

The windows include toolboxes and dialogs such as References, Properties etc.
The Task Navigation dialog contains most visualisation tools and only counts as one dialog:
