Drawing Title Strange Behavior

On the sheets, the drawing titles gets placed with the reference and everything looks as expected..as with the sample below.

However, whenever I modify the reference afterwards that it is associated with, such as if I move the reference on the sheet, the drawing title will change to what is shown below.

The title text and the scale will shift to the left overlapping the bubble circle.

Strange enough that if I move the Drawing Title using the 'move' tool, it will fix itself, and look again like the first image.

It is really annoying, I constantly have to fix these and scan my sheets to make sure all the Drawing titles are looking correct.

I have looked at the cells and the settings that control the drawing title and I don't see what could be causing this behavior.

Any help would be appreciated.
