Please check following references as per shown below image.
Once you run it, .cel file open at the end of execution with the same name that of DGN. I have to make certain more fixes to this VBA, but for now it will work for you.

Santhosh, The utility created in OBD CE U8, and also works fine for ABD V8i SS6 [tested on both]. I found one thread talking about the same issue which you encountered. This is related to configuration and ABD versions. Please check if you have any other discrepancies mentioned in the below thread.

We have made a few improvements to the original VBA, updated version attached.
This one will create the new cell library in the WorkSet ...\Standards\Cell\ folder (or the same folder as teh source file if the 'Cell' folder cannot be found.

Hi Marc Thomas Sandeep Punewar,I am using the MicroStation V8i SS4, AECOsim V8i SS6, & OpenBuilding Designer Connect Edition Update 8.All are throwing the same error when I ran the above MVBA script. If possible, please reach out to me in Teams "santhoshkumar.s@arcadis.com".

Kindly repair your build using admin rights, Before that , make UAC OFF, so that all required dlls gets registered properly.
Please let me know if it fix your issue.
