Hi Andy, you have to make a copy, this will replace the default, as shown in the video below.

It will be saved in "C:\Users\<username>\AppData\Local\Bentley\MicroStation\10.0.0\prefs\Personal.dgnlib" by default. Or if you open a DGNLIB that is on one of the paths specified by the MS_GUIDGNLIBLIST variable (key-in expand echo $(MS_GUIDGNLIBLIST) to see these listed in the message center) it will be saved in the active DGNLIB.

But if I follow these steps, I see the Popup Main menu is locked. Could it be unlocked?

Note that OBD has three versions of the palette for different workflows, I've highlighted the MEP version below:
