I want to set up a connection to a WMS server connection from the Belgian government:https://geoservices.vlaamsbrabant.be/AtlasBuurtwegen_wijzigingen/MapServer/WMSServer?SERVICE=WMS&VERSION=1.3.0&REQUEST=GetCapabilities
but I get an error 403 forbidden
other WMS (from the same government) installs very well and is very useful
geoservices.informatievlaanderen.be/.../wms
where can I search for a solution?
is it because the first is a https ?

It is up Bentley development to tell why it does not work. MicroStation WMS capabilities (as well as WMTS and WFS) are notoriously bad and buggy, never returning any meaningful information what communication with server was done and what is wrong.
I tried the same URL using QGIS and, as usually, I do not see any issue with published data. QGIS accepts URL and allows to display both data layers.

As Alifur wrote, it is not a big difference. In fact, even when primary address is https, data source is defined at http (can be seen e.g. in GetCapabilities result).

This link works but you can't see the image (camera view) https://www.mercator.vlaanderen.be/raadpleegdienstenmercatorpubliek/ows?SERVICE=WMS&service=WMS&request=GetCapabilities
