So I was able to modify a single Element's Building Element Info using the tool of the same name, but after selecting a large group of Elements by Layer, I don't appear to have that ability. That is unless I want to change them one by one, which I obviously do not.
As far as why I want to do this - well some jackwagon designer decided to model their piping as generic garbage and I'd like to port it over to Revit, but I can't do that because all of the piping has no Family assigned. It also has pretty much no metadata other than its Level/Layer assignment. Upon exporting to IFC I end up with pipes that are Generic Models (somewhat useless in Revit).
I acknowledge that I am an idiot and there may be some extremely obvious reason why this doesn't work, or why another method works better. So please feel free to club me in the brains with that information.
Thanks friends.

Meanwhile, can you please share with us your sample DGN file for further testing?
Also, which version of OpenBuildings Designer are you using?
