If I'm in a Top View of a model, and I create a section or elevation Views, the section and elevation bubble gets placed at the top of the view depth and not at the active Floor Level.
How do I control the placement height of the callout symbols?

FWIW I am seeing both Section and Elevation callouts placed at the active floor's elevation:
Are your ACS Plane and ACS Plane Snap locks enabled? If so, is the Height drop-down set to "From Model" when placing the callout?

I do see that sometimes it works and sometimes it does not. There must be something model specific that I'm missing.
In the one model the callouts get placed at the floor elevations, then I open a second model within the same file, and the callouts seem to stay at the same elevation when I change the active floor.
My plane locks are always kept on.
Changing the Height from View to Model has no affect.
I recorded a video but the file is too large to post here.

I'm assuming both models in that file use the same working units and SWA values? What happens if you copy the "working" model, delete its contents, the repeat the same steps? Just trying to determine if it's a model-specific thing because it sure sounds like it.
Yesterday I noticed the exact same problem in one of my design files. Previously I always had the sections appear on the active ACS plane. But now suddenly they didn't, I haven't tested much to know if it is file specific or maybe related to the preferences folder or ... I'll keep an eye on it the next couple of days to see if I can find some logic to it.
I'm working in U9, are you as well? Or upgraded to U10 already?
Yes the WU & SWA and drawing Scale is all the same. I use 304800 per foot FYI.
I tried your suggestion of copying the working model, deleting everything and it still works fine.
In the model that it doesn't work, I experimented with many settings and changes, no luck yet to make it work.
Everything else I place responds to the change of the active floor.
