Commonly when placing catalog and parametric content, the cell picks up the incorrect level as cell header. (The individual cell elements are generally correct, however are overridden by the header level, so if this is incorrect, content gets turned off when with irrelevant levels.
Is there anyway to define what level catalog cells are placed on?
Also, is there any quick way to bulk update header levels? As it stands I have to select the cell, hit building info, then select more info, hit a drop down, selecft the correct level, hit apply, then close a further dialog. VERY slow and time consuming.

When you say "the cell picks up the incorrect level as cell header" how do you mean? Cell headers typically use the level "Complex Header" since they're not geometry per se. Can you attach a screen capture showing the results?
For those level assignments in general, have you noticed any pattern as to what level is used?

Complex Header allows a level to be assigned, which I think happens automatically with catalog placement. Years ago there used to be a series of variables in the dataset cfg's that defined catalog default familes Example below, shows door selected, Level stated as A-Ss2510--FramedPartitionSystems which was the active level at the time of placement.
The individual model elements are still assigned correct parts and levels, and display can be controlled individually for these, however, turning off Framed partition systems overrides all cell internal levels and turns off all.

however..... within the cell header are level assignments that override all internal levels
Is there a delivered door that I could use as an example for testing purposes?
