The best way to access these tools is through the right-click context menus, select the wall and right mouse click. These tools have existed as a collection for the past couple of releases. If you want to create your own dialogs I would recommend you try key-ins relative to tfmodify, tfextend, and tfconnect.

I tried when we switched to v8 and was told the icons were no longer available as these are special dialog boxes.
If there was a keyin I'd create my own
Do you still have the DGNLib or .m01 file from when you did this previously? If so, you should be able to bring that into V8i.
There are two pictures attached
Each dialog bohas 4 commands
We used to be able to create our own tool strip with 8 buttons.
Now I have to constantly open each dialog box, back and forth, back and forth, back and forth, back and forth.
100's of times each day
