I would really appreciate it if someone asnwered my questions below:
1) I know I can create Bentley cells using parametric cell studio and then assign BIM attributes to them. Can I do the same in GC, meaning, can I create a bentley cell object in GC and assign BIM attributes to it directly there? if not, how does that work?
2) Does BA import or export terrain models? if so, what formats does it use for import or export?
3)How does the file structure work? is is like Revit where users save everything on a central files and local files and check elements out? or is it like Digital Project where users save parts and products and assembly files? which methods is it?

1. Currently you cannot create cells in GC and change their attributes in BA. You can create some BIM elements in GC and I would check out the GC forums more info on that.
2. Google Earth and Digital Terrain Models at least. I would explore the surface and mesh tools. I don't like the terrain tools although others may have better experiences. I don't believe there is a BA tool for terrain import but there may be a microstation tool. If you provide more infomation about what kind of terrain models, I may be able to help you more.
3. Settings and Files can exist at a site, project, and user level.
