Dynamic Views are attached to the drawing/sheets by default as unsynchronized (MS_REF_DEFAULTSETTINGS), this prevent unintentional changes to be propagated into drawing and sheets. To synchronize DV changes you made, you will want to synchronize view. To do this, locate the DV reference in the reference dialog, retrieve the attachment settings (Settings>Attachment Settings) and select the toggle at the bottom of the Attachment Setting dialog to "synchronize with Saved View "". and select OK. You should see the changes you applied to you DV definition. You may want to return the DV attachment state to be unsynchronized.

I'm not Eric, but... perhaps he means he attached the BV to a view window in the 3D model itself; i.e., created a "multi-model" view? I like this method for changing things in the 3D model and interactively seeing the results without having to switch models...
Yes - for me this is how it is.
1. I have a dozen models of parts of the builidngs. (fist floor , exterior wall, stairs, roof, etc)
2. I have a file (Model3d.dgn) with all those files referenced.
3..I create my BV while in the model and they create a stand alone file with the BV attached.
4. I go back to the 3d model and attach that BV to one of my view (Lets say view 5 on right screen)
5. I see the wire fram of the entire model on View 1 left screen.
6. I add the reference file to the model (ie. lighting.dgn)
7. I see the light fixtures in my model and in the view of the elevation
8. Now I opne my sheet and this change does not show.
9. I open the reference dialog and double click and open the reference file that is attached (ie. BV-Basement Plan.dgn)
10. Now here is somehting that can throw you for a loop. If the check box to "Syncronize Reference view" is geyed out that means you are not in the top most reference of this file. (This is confusing)I create a DV from my model - it will show the check box not greyed our. however, i reference this to the default model in that same file (and change the DEFAULT name to ANNOTATIONS. And then I reference the CV and make my notes and dimensions. You will notice this time You cannot sync the view as it is greyed out. And then I reference this onto a sheet and it is greyed out) Youmust make sure you are in the first level of a DV or referenced BV.) Trick: When greyed out exchange that ref file to go up one leverl of reference. And do again until it is not greyed out.
11. Now I can check this box and it will sync with the BV.
NOTE: I have found sometimes this can be a poor chose. Sometimes it is not worth while to sync all views. Until this product is fullproof and things like patterning of walls are part of the natural flow, you and ruin a drawing by it updating something that was OK as it was but now must be updated.

BV = Building View, which is essentially a Dynamic View with additional building-specific attributes such as Part resymbolization, annotation, etc. You can tell one from the other when opening View Attributes - a Building View will have a "Building" tab at the bottom with tabs similar to DEM, such as Cut Plane, Forward, Back, Drawing Rules, etc.
Regarding the issue you're seeing... I'm not really sure. If the Synchronize option is checked on in Reference Attachement Settings (as outlined by Jeff), and the references being modified exist where the BV was created, everything should "just work". Have you tried creating a new BV to verify that the reference updates do in fact come through?

I'm not a developer so I can't give you the technical jargon, but the way I look at it you have: 1) A Saved View utilizing a Display Style, which is 2) Referenced into a 3D model, forming the actual "Drawing View", which is then 3) Referenced into a sheet model, which is the end result. From that sheet model you can also generate sections, details, etc., which are essentially "peripheral" Drawing Views extracted from a "core" Drawing View. This all my personal description, of course. :) Granted, the above is a simpllistic explanation, and there are settings that come into play with the creation and management of Drawing Views. Such as the Synchronize Attachment option which for some reason does not seem to be working for you... But why, I honestly do not know.
