What happens if you set it to Rendered or Filled?

We find this too. Have tried all the settings and it still snaps to what you cant see.
Interestingly if you change the view to wire frame you can't snap to things behind even though you can see them.
The whole snapping thing is pretty unintuitive and feels like you are just stabbing in the dark.
The reason you can't snap to something you see in a wire frame is that the attributes of that view is PROMOTED. That one iveiw at one time had been promoted to a BV.
Demote the view and you will be able to small to the elements below somehting else.
