So... you selected a BV from the Saved View list for a 3D model's view window, but cannot snap to the elements displayed by that BV? It may be file-specific or similar... seems to be working OK here in my simple example when placing a SmartLine.

depends on the snap propertiess under workspace/pref.
we found this also and it turned out that we were snapping to the shape/boundary element that defined the bv even though it wasnt visible in the view window. very undesirable and confising behaviour.

Very difficult to tell. As I understand it there may be some snapping issues with DVs, but how to tell whether a specific case falls under that category... I do not know.
Regarding view independent ACS, you can right-click over a named ACS in the dialog box and choose Toggle Independent. That may change the behavior you're seeing.

I can be specific about the behaviour I would like at least until this can be fixed.
One should only be able to snap to something visible in the DV, whether that is a line or an intersection. If its not visible then you shouldn't snap to it.
I lew of this, if its too technically difficult, I would say you should only be able to snap to elements on the section plane. Better to have fewer options.If people want the other 'snap to anything anywhere above or below the section plan' mode then this should be available by holding down shift-control as seems to be the convention with fences for example.
