I am experiencing a problem when I create a new sheet model . I go through the process of creating the model using "BB_sheetseed.dgn" and I am using a D size border (24"x36"). But the actual size of the display boundary of the sheet actually comes in as 192' x 288' instead of the 24"x36" of the D size border.
Here are the specifics:
I am using Bentley Architecture, but I assume that the process would be the same whether BA or mtsn.
1) I have set my annotation scale to 1/8"=1'-0". 2) I use "sheet from seed" as the setting to create the sheet. Basically, I've followed the instructions as they've appeared in the start-up guide.
Any help on this situation would be appreciated.

Setting the Annotation Scale will multuiply the sheet boder size accordingly. So setting it to 1/8"=1'-0" will multiply the sheet border 96 times. This is why the sheet border measures 192'x288'.
Set the Annotation Scale to Full Size 1=1 to get the sheet border to measure 24"x36".
The way you origianlly set it the sheet is "scaled up" and any drawings that will be plotted at 1/8"=1'-0" are referenced in and would have the "Detail Scale" in the reference attachment settings be set to Full Size 1=1.
The other way the border is set to Full Size and any drawings referneced in (in our example 1/8"=1'-0") would be referenced in and would have the "Detail Scale" in the reference attachment settings set to 1/8"=1'-0", in essence being "scaled down" to fit on the sheet.\
By setting the sheet to "Full Size" you can reference in plans, sections, details, ec. at various scales using the "Detail Scale" setting in the Reference Attachment Setting dialog.
