I remember back in XM version , Terrain modeling tool are quite handy , I could just trace the contour line and make a terrain out of it but it seems in Select 3 version, the terrain modeling tool doesn't exist anymore !!

The Triforma Terrain tools were also in the v8i version of Bentley Architecture, but they were not brought over into AECOsim Building Designer. I believe the main reason was because the tools were notoriously inaccurate.
There are Terrain modeling tools still available that allow you into import a Landxml terrain file.
You can also use the solid and surface modeling tools to duplicate much of the functionality of the Triforma Terrain tools.

The thing is I like the old feature tool where you can levitate each contour line with given interval, I'm not sure if AEcosim has the similar function?

I liked that one too. There isn't an equivalent tool in ABD. You can always work on your contour file in BArch v8i or XM and bring it into ABD.
that's too bad, I always wanted to use that tool in ABD !!! should ask bentley team to get it back
mdl load facet is still there.

have a look at the Mesh Tools. (Tools->Mesh)
Here you can create Terrain Models from Lines/Points/Volume. these Tools have a lot more options than the old Terrain Modeling.

As Noel mentioned, the old terrain modeling tools certainly had some accuracy issues and general limitations. That's one reason they were removed from the interface in ABD, along with the addition of the LandXML import option.
However, if you *really* want to use them they can still be accessed solely via keyins:
To load the tools: mdl l atfsite
Individual keyins:
- atfterrainmodel build
- atfterrainmodel contours
- atfterrainmodel contourssetelev
- atfterrainmodel shapetosolid
- atfterrainmodel update
