Stair Extraction Level Name Logic?

We still have projects working in Bentley BIM v8i (not ABD) and have an issue that could use some help with. Can someone explain the logic for stair extractions in terms of level names for the stairs above and below the cut line? We can’t get the stairs above or below to extract on the level we want them on. We keep getting mixed results. It doesn’t seem to honor the forward and reflected part settings we setup? We can get the stair labels and linework to display as desired, but the objects outside of the cut plane come out on various level names. We’ve tried adjusting the family and part settings for the forward and reflected view options, but they don’t seem to take. We’ve even tried forward and reflective view part mapping in the extraction definition. Attached is an example stair model and master model. All stairs are U shaped. The first 5 stairs on the left were created with the Place Stair (w/ DataGroup) tool and the last stair on the right stair was created from the old TFDIALOG STAIRS command. Extracting from the active stair model or master model (where stair is referenced) doesn’t matter. Both produce different but incorrect results. USACE 09Q4b workspace/dataset (although out of the box produces similar results) Bentley Architecture 08.11.07.87 Structural Modeler 08.11.07.94 produces the same issue
