Here in Brasil, I use to install the AECOsim with the GB Metric Dataset and add my DGNLibs, Families, DataGroup definitions and Libraries.
The problem is that I get lots of layers, families, and other stuff that I don´t need.
Whem I first saw the Neutral Metric Dataset, I thought that my wishes came true, a clean metric dataset to start a company based new one, but no.
What I am doing now is to remove everything that is not needed, but it is not a simple task.
Is there a chance that a real neutral metric dataset exists?

Regarding levels, see this post:

All the levels are sored at .dgnlib files at the folder ...workspace\BuildingDatasets\Dataset_GB\dgnlig (GB dataset folders), and the files containning the levels are names Levels_Discipline-AEC(UK).dgnlib (disciplines are Architectural, Electrical, mechanical and Structural)
You can see the equivavent levels libraries at the Level Manager and turnning on the field Library at the top of the list of levels with right click.
Levels are created in the dgn file only when used, as well discussed at the post you recomended, thanks.
To really get rid of the undesired levels you need to open the DGNLIB files and delete then, and also change the levels where they are used (parts definitions, cells, ...).
This really takes time, and that is why I would like to have a clean dataset, only with generic levels (equipments, walls, ...)

You said that you would like to work with the unified metric dataset (Dataset_NM). What is the problem with that dataset, and what is the reason you want to use the british dataset instead?
By the time I started using Bentley building products, the only metric dataset available was the GB, and the construction elements as similar to the ones used in Brasil.
What I want is a start point dataset, to develop from the scratch.
I had a talk with some Bentley guys some months ago, because we are in the same situation as you here in Norway. There is a danish workspace and a swedish, and there are useful elements in both of them for us.
However their recommendation was to stick to the metric dataset Dataset_NM, as this is the one that will be updated regularily. All the other workspaces apparently are derived from this one.
