When I create sections, steel sizes show up even though I am not using any structural rules. I can easily turn the level for the text off but I really shouldn't have to do that if I'm not using any structural drawing rules, right?

Yes. I ended up just deleting them, not sure why they showed up in the first place though.
What you are seeing is Model Annotation.
If you go to the Menu, Building Designer, Structural, Model Annotation, you will get a dialog that shows the model annotation rules. On the Labels tab, pick all in the Element Group pull-down then No labels in the Style to Assign pull-down, then click append. This will create an All-no Labels rule. If there are other rules you can delete them. Select the rule, then click apply and all of the labels will disappear from your model.
