Joelmck,

I assume that you mean that you want to be able to double click on a DGN file and have it open with ABD Architectural. If so, then you can add the line below to the beginning of ms_local.cfg, which is located at C:\Program Files (x86)\Bentley\AECOsimBuildingDesigner V8i Ss5\AECOsimBuildingDesigner\config\. It is important to put it at the beginning of the file, and you would need to make this change on each user's computer. Note that if you upgrade or repair the installation, the change will likely get reset to the out-of-box default file.
