The font and symbol size do seem to go hand in hand, so if you change one you change the other. The only alternative I can think of is to turn the stair's annotation off (Annotation panel in Modify Stair tool) and create a DataGroup Annotation cell to use instead. The cell can be scaled as needed after placement.

If this is important to you I would recommend filing a Service Request with support so that an Enhancement can be filed on your behalf. Just include whatever details you feel would be important.

I need the font size similar to the dimension size in the drawing

Hmmm... I'm not so sure you can change the font size independently of the 2D symbol itself. Do you have a scenario where the font is too small or too large?

I think you just need to change your active Dimension Style.
