I am in need of customizing the AECOsim SS5 to have the architectural.rul file automatically be applied to my existing dgn files. Similar to text styles and level names in a dgnlib situation. I looked through the configuration variables, but did not find anything there. Would anyone know of a technique to accomplish this? Thanks.

Ken, what do you mean by "automatically be applied"? Rule files are used for drawing resymbolization so would typically be included either in A) DV Drawing Seeds that are propagated through to the resulting Drawing Models > Reference Presentation, or B) Within DEM definitions.
