is it possible in OpenBuildings to calculate the spread of cigarette smoke to plan smoking areas at a distance that is safe for the health of the surrounding people?

This would fall outside of the sustainable design functions of OpenBuildings, as it would be a very specific and specialised area. Should you have access to Hevacomp, what may be of use to you is the Smoke calculation, which is available within the Hevacomp mechanical Design calcs:
