Fill will not display in the clip volume within the 3D model
The reason that the Fill does not display in your clip volume within the 3D model is because Hidden Line Display mode is used in the view and Hidden Line Display Mode never supported Fill in a Forward View. If you place a 2d block with opaque fill in it, then render that view in Hidden Line mode, the Fill will disappear from the view also.
The only option to get Fill to display on a bar scale, for instance, is to assign a Part definition to it with Rendering Properties using a Geometry Map. Geometry Maps are needed to get hatching and patterning to display on forward and reflected views in drawing views or clip volumes. This will still not assign Fill, but you could use a very close hatching pattern which will mimic Fill on the element of the Cell.

For this type of view, make sure all display styles (Forward and Cut - Back if needed) are set to a "wireframe" type. Within the wireframe type, you can activate the "Use File Order for Display" option to control the order in which files/objects are printed. Otherwise, the view will need to be printed with the Raster option which takes too long to print certain files. In one example, we cut down a 7 minute rasterized print to 3 seconds (not rasterized) by doing this.
I should add that wireframe works for us because all of our electrical symbols have 3D and 2D representations so the 3D symbols are not displayed as long as the Dynamic View > Forward View > Drawing Symbols setting is activated.

We got fill to work for our 2D symbols, such as emergency lights, in Dynamic Views by changing the Forward View's Display Style > Render Display option to Wireframe. Specifically, we changed the Display Style > Forward - Drawing > Render Display option to Wireframe. So far, we haven't found anything adversely affected by this.
