Problem

 Fill will not display in the clip volume within the 3D model

Solution

 The reason that the Fill does not display in your clip volume within the 3D model is because Hidden Line Display mode is used in the view and Hidden Line Display Mode never supported Fill in a Forward View.  If you place a 2d block with opaque fill in it, then render that view in Hidden Line mode, the Fill will disappear from the view also.

The only option to get Fill to display on a bar scale, for instance, is to assign a Part definition to it with Rendering Properties using a Geometry Map.  Geometry Maps are needed to get hatching and patterning to display on forward and reflected views in drawing views or clip volumes. This will still not assign Fill, but you could use a very close hatching pattern which will mimic Fill on the element of the Cell.
