DataGroup Annotation on an Angle

Problem Description

When I try to manually place a DataGroup annotation Cell, for annotating a structural column ID for instance, the text always rotates to align with the view and my 45 degree orienation is lost.  Other graphic elements within the Cell retain their orientation. I can manually rotate the cell 45 degrees thereafter, but I can't understand why the text will not place rotated.

Reason

I would like to annotate a structural column with its ID number displaying on a 45 degree angle.

Steps to Resolve

Annotation Cell graphics place at whatever rotation they are created in and the text aligns with the view. You can create the Cell and graphics at 0°. Then go to the drawing model and rotate the view 45°, using the rotate by 2 points method, then placed the Cell. The annotation Cell will place aligned with the view, so it ends up at a 45° angle.  Then rotate the drawing model back to unrotated and the Cell stays at the 45° rotation.
