Saving a Promoted View To DWG

When you export to dwg, does the program export data from Microstation or Building Designer? I can for example set the color of an object to be according to the Part definition, and it will always look that way in promoted view even if I try to change the colour. If I demote the view I can change the color since I go back to MicroStation and the Parts are no longer active. Which of these settings are exported to dwg?

If you export your model to dwg while the view is promoted from the default 3D model, then the "Drawing Symbology" Part settings in the promoted view do not export through to the dwg model.  Only the "Definition" Part Setting for the 3D model symbology will get exported.  So, the Cut Plane and Forward/Reflected View Part symbology do not export .
You would need to use the Models settings in the DWG Export Options to select your Plan or drawing view model which should include the "Merge Visible Edges of 3D Attachments" in the References option to get the correct symbology of the Part in the model to be exported.
