Problem

You have received AECOsim Building Designer file with Chinese characters (both in the file name and text inside the .dgn file). You are not able to open the file in ABD CE. After changing the file name to English Characters you are able to open it - but that would mean all their links/references will be lost..

Solution

All you need to do is download and install the Chinese Language Pack for Windows OS. You will be able to open and work on the file without any issue.
