The OpenBuildings Designer electrical tools can be loaded by selecting the Electrical tab and clicking on the Load Electrical icon:

For new DGN files click on the Register File icon to add that file to the Electrical project database and load the Electrical tools:

When working with existing files that have already been registered, clicking the Load Electrical icon will load the respective Electrical tools in the Ribbon Bar as well as starting the Electrical database server (based on the chosen Workset) as a separate process:
