This occurs when an incorrect path to your Design Seed has been selected.

To resolve, select Browse and specify the correct path as below:

C:\ProgramData\Bentley\OpenBuildings CONNECT Edition\Configuration\Datasets\EnergyData\Seed\EnergySimDesignSeed.DGN
