Why do Levels from dgnlib come back after deleting?

Problem

I'd like to remove unnecessary levels. If I remove all Levels from .dgnlib and create a new drawing, I see around 80 levels, but I'm not sure where they come from. It happens only when opening DesignSeed.dgn in OpenBuildings Designer. I have tried the same in MicroStation and there deleted layers don't come back. Why does OpenBuildings Designer behave in a different way?

Solution

It is "working as designed" (WAD). This behavior of OpenBuildings Designer is necessary for some features to work correctly. If a layer has been deleted, but other elements (e.g. from Part & Family Manager) are in the .dgnlib and use that layer, they will automatically recreate that layer so that they have all the necessary information.
