I can select the folder path, and when I click on the green tick, or yellow star to create new it comes up with the error.

Does the error occur right at the point you select a project file?

Copied from another machine, didn't work.
Still runtime error 76.

Can you ask one of your colleague to go into this folder:

C:\ProgramData\Bentley\Hevacomp V8i\Hevacomp\IEE\Cables\

and give you a copy of their NEWCAB.NDX file.

Once you get the file, navigate to the same folder on your computer and paste the file in.

Once done, try the software again.

Stuart - That sounds like you may have a damage index file for your custom cable types. Can you try and create a new connect project as a test and let me know what happens?
