Is there a way to make the viewpoints which have been created at different focus time appear in a 3D view window?I want show the items that are getting built inside the building in a separate 3D view window.

In the Animation Editor, we also have the 3D View Property, it will acting like View Point (3D View Property and Camera)
Note:
Animation setting is only for one 3D View. If we have many 3D view, others 3D View are static only.

The issue with 3D view property and camera key frame is that if i shorten the timing of video they wont shift with the timing. Due to which i have to manually shift the 3D view property and camera key frame to match with new time. In my project there are many elements which will appear inside the buildings. Is there any other way?
Yup, In your case if you change the timing, you must adjust other key frame manually (3D View Property and Camera)
If you want to make your Video out put Shorter 50%. We have option in the Export, there is speed option that you can use
(we only can do 4x faster, 2x faster, 2x slower and 4x slower).
