How to enable device properties window in Substation ?

What command are you using to insert the symbol, and what type of symbol is it?  Starting with Select Series 8 we simplified the Insert Substation Object procedure to accommodate user requests:    

• In the Insert Substation Object dialog you can now specify the placement method in this same dialog where you are selecting the object to insert. If you want to get to additional placement settings you can click the symbol settings button before placing the object. As a result of these changes, we no longer automatically prompt you with the additional substation object settings dialog after clicking Place Symbol. This change will allow you to more quickly place 3D objects since you don’t need to acknowledge multiple dialogs during the insertion process anymore.

So if you want to see the Device Properties after you insert the symbol you can right click the symbol and select Device ID from the shortcut menu that pops up.

Another possibility if you are not using this method to insert the symbol, is that the symbol you created does not have a Device ID attribute on it.  You could check this in Symbol Creation, or if you right click on the symbol and are not able to Select Device ID, then there isn't one on the symbol.
