Is there a Promis.e handbook produced. I find that the users guide is not very helpful.
There is a built in Tutorial for both the English and Metric versions that you can access form the Welcome Window that pops up when you first start Promis.e. It will walk you through the basics steps of creating a Project, creating pages, placing down items, etc. to create a basic project. I would strongly recommend going through the Fundamentals class for Promise. You can find training under the Bentley Learn Server:

I just looked through their briefly and that was the problem I addressed earlier. The help windows do not look the same as the windows that come up in a drawing.
I also do not have any sample projects which is mentioned in the help section.
The Sample Projects are typically installed automatically with the software. If you have since deleted them, you can always restore them again, https://communities.bentley.com/products/electrical___instrumentation/w/electrical_and_instrumentation__wiki/10148/restore-sample-projects
You should not need the Sample projects to go through the tutorial though, It is about how to create your own new projects.
The dialogs should be substantially the same unless there was some update made that we have not caught in our documentation. We try to keep the files up to date as much as possible. Aside from the Edit Wires dialog, which has really been replaced by the Wiring Manager, what other dialogs are you having an issue with?
