Hi Johnny. You can place symbols without a corresponding part number by using Insert Symbol By Name.
To insert symbols using the Insert Substation Objects tool, you will want to associate symbols to part numbers. To create a part number record and associate symbols to part numbers, use Parts Database Manager. You would add the name of the schematic symbol to the Schematic_Symbol field and the name of the 3D Layout symbol to the Symbol_3D_Layout field, etc. Since you are using Bentley Substation, please also see the Parts missing from Insert Substation Objects article.
