I am using Hidden Line as the presentation style for the model in the references dialog. But then my center lines, leaders, and any other line work won't show through/or on top of the 3D objects. I have tried to select the lines and use Edit>Bring to Front command which didn't work. I tried changing some of the settings in the Display Styles dialog (not reflected in screenshot), but that changes the entire display of the view. I have been able to achieve one or the other
What are the settings that I need to show the line work?

Sorry, Jeff. I didn't realize your line work was in a separate file, not in the referenced 3D file. In case the link you provided breaks someday, for future readers the answer was "You need to have your 2D drawing display last. At the bottom of the list." (References > Settings > Update Sequence)
