In Bentley Substation, is there a certain presentation style that will let me show my 3D objects (with hidden lines) that are referenced into my 2D plan drawing, while letting other line work show through the 3D elements as well?

I am using Hidden Line as the presentation style for the model in the references dialog. But then my center lines, leaders, and any other line work won't show through/or on top of the 3D objects. I have tried to select the lines and use Edit>Bring to Front command which didn't work. I tried changing some of the settings in the Display Styles dialog (not reflected in screenshot), but that changes the entire display of the view. I have been able to achieve one or the other 
 What are the settings that I need to show the line work?

Jeff, there are no specific tools in Bentley Substation related to display styles and references. That is purely coming from the MicroStation platform, so you might get better answers in the MicroStation forum . 
 You could achieve this by copying the reference in the main DGN so that it is aligned with the existing reference. Set the copy to have Wireframe presentation, and then hide all the levels in the copy except for those containing the lines that you do not want obstructed by the Hidden Line reference.
