A Restore Project or Import Catalog dialog appears every time the software is started, regardless of whether the restore is cancelled or allowed to proceed.
This occurs after a .PRJ or .CTLG file is double-clicked in Windows Explorer. Canceling or proceeding with the restore should remove the registry value that tells the software to restore the file upon start up, but in some cases the value does not get removed.
Browse to the following key in the Registry Editor:
HKEY_CURRENT_USER\Software\Bentley\Substation V8i
Right-click this key and select Export to make a .reg file that can be used to restore the key if something goes wrong.
Delete the following values
ActionPathOpenReadOnlyUpdatePages
Open Notepad
Paste the following into Notepad. Note that "Windows Registry Editor Version 5.00" should appear on the first line.

[HKEY_CURRENT_USER\Software\Bentley\Substation V8i]"ActionPath"=-"OpenReadOnly"=-"UpdatePages"=-
Save the file as RemoveActionPath.reg
In Windows Explorer, double-click RemoveActionPath.reg.
When prompted, allow it to modify the registry.
