How to Avoid

Start a command prompt as an Administrator.
Change directory to the Oracle Home > \BIN directory. For example:

cd \oracle\product\11.2.0\client_64\BIN
Register the .DLL. For example:

regsvr32.exe OraOLEDB11.dll
